A municipality with 35,000 residents holds 3–5 committee sessions and one full council meeting per month. Each session runs 2–4 hours and must be fully documented — with resolutions, voting results, statements, and agenda items. Council minutes are public documents with legal effect. Errors or omissions can make resolutions contestable. At the same time, pressure is growing to publish minutes faster — citizens expect transparency in real time, not two weeks later.
